Sida’s thematic priorities for development cooperation

Sida works to create conditions for better living conditions for people living in poverty and under oppression. To contribute to this overarching goal, Sida focuses on the seven thematic areas prioritised in the Government’s development cooperation policy. On this page, we describe how Sida works within these thematic areas and provide links to Openaid, where you can explore statistics and learn more about all Sida projects within each theme.

Promoting freedom and combating oppression

Sida works to strengthen democracy, human rights and people’s ability to live in freedom. In 2025, this was Sida’s largest thematic area. Sida disbursed nearly SEK 6.04 billion through 816 projects. This was 28 per cent of Sida’s total development assistance.

Strengthening humanitarian assistance to save lives and alleviate suffering

Sida works to save lives, alleviate suffering and protect people in acute crises. In 2025, Sida disbursed SEK 4.6 billion in humanitarian aid. This represented 20 per cent of Sida’s total development assistance, supporting partners’ work in 40 crises.

Poverty reduction through job creation, trade and education

Sida works to enable more people to earn a living by supporting projects in job creation, entrepreneurship, trade and education. In 2025, this was one of Sida’s largest thematic areas, accounting for 19 per cent of Sida’s total budget. Sida disbursed SEK 4.24 billion through 424 projects.

More effective climate assistance and a global green transition

Sida works to address three major environmental challenges: climate change, biodiversity loss and pollution. In 2025, Sida disbursed SEK 3.18 billion in this thematic area. This represented 14 per cent of Sida’s total development assistance, across 397 projects.

Improving health for the most vulnerable

Sida works to improve health and access to healthcare for people living in poverty, affected by conflict or facing other difficult circumstances. This includes support for sexual and reproductive health and rights (SRHR). In 2025, Sida disbursed SEK 1.82 billion in this thematic area. This represented eight per cent of Sida’s total development assistance.

Strengthening women’s and girls’ freedom and empowerment

In 2025, Sida disbursed SEK 1.18 billion to 370 projects under the Government’s strategic objective of strengthening women’s and girls’ freedom and empowerment. This represented around six per cent of Sida’s total development assistance.

However, there are several ways to measure gender equality in development assistance. Sida also measures whether gender equality is a principal or significant objective of its projects. In 2025, 10 per cent of Sida’s disbursements went to projects where gender equality was a principal objective, while 58 per cent went to projects where it was a significant objective. Together, these projects accounted for more than SEK 15 billion.

Strengthening synergies between aid and migration policies

Sida works to improve protection and help people live in safety, whether they have been forced to flee within their own country or across borders, or are returning to their country of origin. In 2025, Sida disbursed around SEK 694 million through 63 projects in this thematic area. This represented around three per cent of Sida’s total development assistance.
