Sammanfattning
The present evaluation report analyses the relevance, effectiveness, impact and sustainability of a three-year project (2015–2017)implemented by the International Center from Transitional Justice (ICTJ) in Colombia. A main objective of the project was to influencethe content of the peace agreement, signed in November 2016 between the Government of Colombia and the guerrilla organisationFARC, considering the armed conflict’s victims’ right to truth, justice and reparation and to achieve institutional reforms preventingviolent conflict in the future.The evaluators conclude that the activities were highly relevant for the needs and priorities of many involved stakeholders. ICTJachieved results beyond the ones planned. At impact level ICTJ contributed significantly to the design of Colombia’s transitionaljustice system. The project’s efficiency was found to be good due to achieved results in time. On sustainability ICTJ’s partners hasachieved knowledge and awareness, especially on other transitional justice processes.The evaluators recommend continued support ICTJ. Sweden should make efforts coordinate funding with other donors. A new projectphase should focus more on Colombia’ regions affected by the war where implementation of transitional justice measures will be achallenge. Improved gender mainstreaming of the project is also recommended.
