This report presents findings, conclusions and recommendations from the Mid-term Evaluation of Swedish government funded CivilSociety support through the AGIR II Programme in Mozambique. The Swedish support to civil society in Mozambique is channelledthrough the programme AGIR in which four international CSOs (Diakonia, Oxfam Ibis, Oxfam Novib and We Effect) act as intermediarypartner organisations with a common overall objective to support local partner organisations.The Swedish Embassy in Mozambique commissioned this evaluation to assess the progress of AGIR II in order to inform decisionson how project implementation may be adjusted and improved. The evaluation finds that AGIR II is highly relevant for expressedgovernment policies in the programme’s focus areas, but its advocacy profile is under attack within the current political climate.AGIR II is also well in line with Swedish rights-based approach to development. The evaluation also finds that the complexity of theAGIR programme poses challenges related to implementation and results and the evaluation recommends that the programmeresults framework and list of indicators should be revisited and simplified.
