Sida’s Evaluation Handbook

Sida’s evaluation handbook aims to provide guidance to the Sida programmeofficer responsible for commissioning an evaluation. This external version of thehandbook is primarily intended for Sida’s cooperation partners, as well as forindependent evaluators engaged in evaluating activities supported by Sida. It aimsto serve as a source of information and inspiration as well as to provide insight intohow evaluation at Sida is conducted.The handbook consists of two main parts. The first part presents Sida’s guidelinesfor evaluation, which includes Sida’s approach to and principles and criteria forevaluation. The second part is a step-by-step guide on how Sida plans, prepares forand commissions evaluations. It includes sections on how to write a Terms ofReference for procuring evaluation services; how to manage an evaluation processfrom the inception phase to the dissemination phase; and how to prepare a managementresponse to an evaluation.Annexed to part two are three checklists that Sida uses for assessing Terms ofReference, inception reports and final reports, which build on OECD/DAC’squality standards for development evaluation.
