Sammanfattning

The report presents the findings, conclusions and recommendations of the evaluation of ITP 309, the Climate Change Mitigation and
Adaptation (CCMA) Programme funded by Sida CAPDEV and implemented by SMHI, which targets 10 African countries with a focus on
water and agriculture. The main objective of the evaluation was to determine the relevance, effectiveness and practical application of
the programme as well as its impact on cross-cutting issues such as gender, poverty, human rights and anti-corruption. The
evaluation found that the design of the programme was relevant, effective and in line with Swedish cooperation strategies and
concluded that the programme had successfully made a measurable contribution to the specific objectives of the Theory of Change.
The programme achieved the expected results in terms of increased awareness of the CCMA, capacity building in key organisations
and implementation of activities. At the same time, the evaluation also found that cross-cutting issues took up little space in the
programme and had minimal impact. According to the recommendations, the programme could be strengthened by better
cooperation with other development stakeholders.

Purpose and use
The evaluation assessed the impact of RECOFTC’s work in the forest sector in the Asia and Pacific region over the past 25 years (1998-2023). The evaluation focused on the extent to which RECOFTC has achieved its mission and vision and formulated recommendations for the short, medium and long term.

Conclusion
RECOFTC’s evolution reflects its responsiveness to shifting global and regional contexts, with impactful contributions to participatory forest management, capacity-building, and equitable access. Its systematic approach has generated major gains, but new governance challenges and emerging thematic needs now require adaptive strategies.

Recommendations
RECOFTC should enhance long-term monitoring, advocate for community forestry in climate policies, address human–wildlife conflict, empower national NGOs,
6 strengthen legal protections, engage in carbon governance, scale forest enterprises, foster regional dialogue, improve gender inclusion strategies, and ensure projects align with its strategic identity to maximize relevance and impact.

Mid-Term Evaluation of the African Forest Landscape Restoration Initiative (AFR100) - Phase I

Purpose and Use:
This Mid-Term Evaluation of AFR100 Phase I (Dec 2020–May 2023) was commissioned to inform dialogue between Sida, WRI, and AUDA-NEPAD. It assessed implementation progress, identified effective strategies and gaps, and supported Sida’s broader strategic decision-making on biodiversity and sustainable land use in Africa.

Conclusion:
The Sida intervention was relevant and helped move AFR100 from mobilisation to implementation. While outputs were delivered, limited time, weak focal point capacity, and insufficient domestic funding hindered outcome-level progress. Collaboration was stronger at the continental level but lacked structure and sustainability downstream. Monitoring and learning systems were underdeveloped, reducing effectiveness and uptake of results.

Recommendations:
Revise the Theory of Change to clarify the community-level pathway; improve collaboration through a long-term strategy; strengthen national platforms and focal point capacity; enhance data use and knowledge management; update the communication strategy; and integrate tools into national plans while developing partnerships for programme sustainability.
