Sammanfattning

The end-evaluation assessed relevance, coherence, effectiveness, efficiency, impact and sustainability of the Ipas project Expanding
women’s and girl’s access to comprehensive abortion and contraception care in Nampula and Zambezia provinces in Mozambique.
The Sida-supported project was assessed as highly relevant in the Mozambican context and in line with Sida’s strategic SRHR
priorities. The project was found effective in reinforcing the sustainable abortion ecosystem, including roll-out and operationalisation
of abortion legislation within 41 partner health facilities in Zambezia and Nampula. Focusing on values transformation and social
norms change at all levels within the stigmatised field, the Ipas project was seen as a courageous and trusted trailblazer. The project
had an important sustainability focus with effective capacity building frameworks, operating within the national system for onward
continuation and continuity. A core recommendation of the evaluation is to introduce documentation of qualitative outcomes, which
could help focus the project’s community outreach to women and girls and support the work on social norms change in communities
in need of reinforcement.

The number of internally displaced persons (IDPs) has risen dramatically in recent years, exceeding 83 million by the end of 2024.1 Internal displacement is driven mainly by new and escalating conflicts but also by climate disasters.

This brief highlights the need for joined-up humanitarian, development and peace-building efforts,a so called “HDP nexus approach” to strengthening the work to find solutions to internal displacement. Sida supports a number of development interventions aimed at providing solutions for IDPs and affected communities, complementing humanitarian assistance.

Swedish development assistance is a clear voice and driver for gender equality with a particular focus on strengthening women’s and girls’ rights and freedoms, empowerment and opportunities. Sida applies a gender-transformative approach which seeks to change unequal power relations through tackling the root causes of gender inequality. Sida’s work for the advancement of gender equality is based on evidence with an intersectional gender analysis is the starting point. Sida recognises that women’s rights organisations, movements and active participation of men and boys are central for achieving sustainable results.
