Sammanfattning
The 2021–2027 strategy for the Western Balkans and Türkiye focuses on democracy, human rights, poverty reduction and gender
equality. Amidst Türkiye’s challenges with erosion of women’s rights and increased gender-based violence, Sida commissioned a
mid-term evaluation of the An Opportunity for Every Woman Project by the KAMER Foundation. Operating in 20 cities, the project
aims to empower women and combat violence in disadvantaged regions. Key findings highlight KAMER’s significant impact in
empowering women and advocating for gender equality. The project adapted to changing circumstances and exceeded targets in key
areas like NGO collaboration, climate advocacy, and legal aid, but external political challenges and the need for better long-term
impact monitoring remain. Recommendations include strengthening partnerships, integrating into policy frameworks, developing
market-based economic programs, and enhancing monitoring systems, recalibration of expectations from donors, supporting
resilience building, committing to long-term partnerships, and introducing flexible funding. Sustained donor support is crucial for
addressing gender equality and women’s empowerment in Türkiye.
