The selection of CSO partners for Sida

The review process is ongoing

The call for expressions of interest for partnership and funding opportunities starting 2025 closed on 27 May 2024. The call included civil society organisations in Sweden and from around the world. Sida received a total of 2,728 expressions of interest, and the review process is ongoing.
Sida expects to sign agreements with new and previous partners to Sida or Swedish Embassies starting in 2025.

The call for expressions of interest has been issued to prepare for the government's new CSO strategy. The strategy, adopted in September 2024, is valid 2025-2029.

Information to organisations that applied for support in the first call of the CSO strategy

Sida has informed all applicant organisations that the agency will enter into three-year agreements, following assessments at organisation and portfolio level, in line with the Swedish government's guidance. At the same time, applicant organisations have been informed of indicative amounts, a new interpretation of party-affiliated organisations in the CSO strategy, a new definition of the concept of own funds and the upcoming review of the organisations' external communication.

Three-year contracts only, with the possibility of extension

Following an overall assessment of the Swedish government's governance, Sida's Director-General Jakob Granit has decided that Sida will enter into support agreements for three years, with the possibility of extension. This applies to all organisations granted support under the government's strategy for support to civil society 2025–2029 (the CSO strategy).

As before, the agreements will be longer than the actual activity period to enable reporting and finalisation of operations. Sida will only sign agreements for activity periods that run until December 2028, but the start date may vary. For contracts signed in 2025, the activity period can be extended by a few months. For example, a contract starting on 1 October 2025 will have an activity period of three years and three months. This is to follow the financial year.

The decision on three-year agreements creates flexibility and allows for more calls for proposals within the government's priority areas.

The decision was taken by Sida's Director-General Jakob Granit on 12 June 2025. All organisations were informed by e-mail on 13 June 2025.

New definition of own funds

Sida's Director-General Jakob Granit has decided the following on 12 June 2025: From 1 January 2026, public funds may not constitute own funds.

From 1 January 2026, public funding (both domestic and foreign) cannot constitute the own resources required of organisations under the CSO Strategy 2025–2029.

From 1 January 2026, own funds will only consist of non-earmarked money that the organisation can raise from, for example, individuals, members, companies, associations, donors and other organisations. Funds can also come from the sale of products and services.

Please note that the own funds requirement does not apply to organisations based in ODA countries (countries eligible to receive official development assistance).

New interpretation of strategy disclaimers on political parties

Sida's new interpretation of the strategy statement ‘Support under this strategy may not be given to political parties in ODA countries or to their associated associations’ means that political parties in ODA countries or their associated associations (including in non-ODA countries, such as Sweden) will not be eligible for new agreements under the CSO strategy. Party-affiliated organisations in Sweden (PAOs) are considered to fall within the category of ‘associated associations’ and are therefore not eligible for support under the CSO strategy.

Since Sida has recently decided on a new interpretation of the PAO strategy 2024–2027, this means that PAO applicants under the CSO strategy will in future be referred to apply for support under the PAO strategy and other relevant strategies. These applications will be prepared in accordance with the procedures, time and budget frameworks that are relevant for each strategy. Sida refers to the country, regional and thematic departments responsible at the agency for this.

Sida's interpretation of the PAO strategy 2024–2027 means that support can be granted to activities where the PAO's partners are democracy movements and change agents, including networks, platforms or organisations, even if they have no obvious connection to parties or to democracy defenders with an agenda that could develop into political parties. Furthermore, Sida's interpretation means that the purpose of the strategy will be interpreted more broadly in the future, so that democracy-strengthening activities not directly linked to, but relevant to, a well-functioning and democratic party system can also be supported, provided that they otherwise fulfil the requirements that Sida imposes on all aid-financed operations.

Review of external communication

The Government's instructions to Sida (2025:269, 5§ 6) state that Sida shall ‘[…] ensure that development assistance is not given to actors who conduct or support anti-democratic activities, violent extremism, Islamism, anti-Semitism, terrorism, activities that undermine the rights of women and girls, and hate speech directed at individuals or groups.’

In order to address the government's guidance in the instruction and strategy regarding violent extremism, Sida will procure a review of all applicant organisations prior to a possible signing of an agreement within the framework of the CSO strategy 2025–2029.

The planned review will only cover Sida's agreement partners and not their partners. The review focuses on the organisations' public communication on websites and social media during the period 1 December 2024 to 31 May 2025.

The purpose of the review is to enable Sida to ensure that development assistance is not given to actors who engage in or support anti-democratic activities, violent extremism, Islamism, anti-Semitism, terrorism, activities that undermine the rights of women and girls, and hate speech directed at individuals or groups.

Organisations have applied in two calls

Since autumn 2024, organisations have been able to apply for support under the Strategy for Support to Civil Society, 2025–2029 (CSO Strategy). Sida has opened up this opportunity to civil society organisations in two calls. To be eligible for support, the organisation must contribute to the objectives of the CSO strategy.

The CSO strategy aims to contribute to a vibrant and pluralistic civil society and has two overarching objectives:

The three parts of the strategy

Part 1:

Civil society organisation partnerships: Support is provided to civil society organisations that contribute to the objectives of the strategy by supporting CSOs in ODA* countries.

Part 2:

Part 2: Support for organisations working on policy and methodology development and for quality and transparency work by civil society organisations: To create better conditions for civil society actors in developing countries to operate.

Part 3:

Part 3: Direct support to local civil society actors in ODA countries: Support is channelled directly to local actors working towards the strategy objectives and aims to further strengthen local ownership.

* ODA countries are countries that are eligible to receive official development assistance. ODA is an acronym for Official Development Assistance.

Small-scale support under component 1 – civil society organisation partnerships

Under Component 1 for CSO partnerships, Swedish organisations had the opportunity to apply for small-scale grants, with the aim of safeguarding the diversity of smaller Swedish CSOs, encouraging innovation and the engagement of new actors. The call for expressions of interest was open 12 March to 8 May 2025.

Applications for SEK 9 billion in the 2024 call

Sida conducted the first call for proposals in 2024 and received 2,728 expressions of interest from Swedish, international and local organisations. Of these, Sida invited 50 organisations to submit a full application by 28 February 2025, which all have done. Sida assesses which of the three parts of the strategy is relevant for each application.

The applications that Sida has placed in parts 1 and 2 have applied for different time periods and together amount to just over SEK 9 billion.

As regards part 3, Direct support to local civil society actors in ODA countries, Sida will invite organisations after the agency has taken a position on the expressions of interest that are relevant for further assessment.

Sida has assessed all applications as a whole and at portfolio level.

Processing of individual applications under parts 1 and 2

Sida processes applications based on internal rules and procedures. In order to ensure a smooth transition in line with the guidance in the CSO strategy, Sida has prioritised the assessments of organisations that have ongoing funding through the strategy.

At the beginning of the processing, Sida has assessed an approximate amount, known as an indicative amount, which is intended to guide Sida's continued processing of applications and enable organisations to plan based on a possible scenario of what can be implemented within the strategy if the organisations receive support.

The indicative amounts are intended to facilitate planning and do not constitute a promise of funding. Funding is dependent on Sida's decision on support, and the amounts may change if the financial conditions, governance or Sida's assessment change.

Criteria and underlying assessment process for Part 1 organisations:

The indicative amounts under Part 1 are based on three factors:

Preparation to be completed by 30 September

Sida's goal is that the preparation of applications from organisations that have agreements today (direct or intermediated) will be completed before 30 September 2025.

Processing of applications from organisations that do not already have funding under the strategy will begin as soon as possible. Sida endeavours to complete the preparation of these applications by the end of 2025 and beginning of 2026.

Sida does not have the resources to prepare all applications at the same time and wants to avoid gaps in funding for ongoing activities as far as possible, if Sida decides to enter into an agreement on continued support.

The timetable for preparation may be affected if Sida needs to request new information and if the application needs to be updated. If the indicative amount is lower than the amount applied for, the budget, results framework and other parts of the application may need to be updated.

New call for proposals in 2027

Sida plans, in accordance with the CSO strategy, to conduct a new call for proposals for major support in 2027, corresponding to the one made in 2024. The plan is to sign new agreements from 2028.

For those who have expressed interest for partnership

The process is carried out in four steps; step three is partially completed.

The third step was a simplified capacity assessment. Many very qualified organisations submitted an interest for partnership. Sida selected the organisations that were assessed to be the most relevant to the new CSO strategy.

Timeline

The process is carried out in four steps.

Step 1: Expression of interest (closed May 27, 2024)

Concept notes were submitted by interested organisations. The first screening was based on information about the organisations, including how they met basic requirements.

Step 2: Relevance assessment (closed June 11, 2024)

Further information was requested from organisations that proceeded to the second step and relevance assessments were carried out.

New information (updated October 31, 2024):

The Government of Sweden decided on the new CSO strategy on September 19. The instructions in the strategy are detailed and Sida needs time to analyse and operationalise the content. Sida will provide support through a new support model, where some partnerships will be managed by Sida and some by the Swedish Embassies.

On October 31, the organisations relevant for partnerships with Sida were informed of whether they were invited to submit proposals for funding and could progress to step four.

For organisations relevant for partnerships with the Swedish Embassies, the capacity assessment and selection process within step three is still ongoing. Dialogue with relevant departments and embassies has been initiated. See the timeline below for more information.

Step 3: Capacity assessment (on-going)

Sida carries out a simplified capacity assessment of the organisations based on information provided earlier in the review process.

Step 4: Proposal for funding (on-going)

The organisations which have been selected as a result of step 3 are invited to submit a full proposal for funding. The proposals will be assessed following Sida’s rules and regulations for contribution management.

Purpose and objectives

Through this call for expression of interest, Sida has initiated a process which aims to ensure that the objectives of the Strategy for Sweden’s Development Cooperation with Civil Society (the CSO Strategy) are met. The purpose is to strengthen civil society organisations in developing countries, enhancing their opportunity and capacity to create better living conditions for people living in poverty and oppression.

To be eligible, the organisations must contribute to the following objectives:

First objective: Strengthened capacity of civil society in developing countries

Second objective: An enabling environment for civil society in developing countries

Sida will ensure that the objectives are met by choosing a diverse range of partners. However, each organisation does not have to contribute to all objectives.

The new strategy was adopted in September 2024 and has the same focus and objectives as the strategy ending December 2024. The new strategy will be in place January 1, 2025, and is part of the new strategic direction for Swedish development cooperation entitled “Development assistance for a new era – freedom, empowerment, and sustainable growth”.

About the call for expression of interest

The call – which has now closed -  was open to civil society organisations conducting long-term development cooperation relevant to the objectives in the current Swedish strategy for development cooperation with civil society.

Requirements

Diversity of actors within the CSO strategy

Diversity is a fundamental aspect of the CSO strategy. Sida will include a diverse range of civil society actors that represent various areas of expertise, experiences, sizes and organisational set-ups.

With the current requirements and criteria, this call favoured larger and more established organisations as agreement partners to Sida. If needed, Sida will take additional measures to ensure that smaller organisations are also included (directly or indirectly) and that requirements for diversity are met. There may be further opportunities for new partnerships within the strategy during the next years.
