The target group are Sida managers and staff who work with a global thematic strategy, a regional strategy or a bilateral strategy, regardless of whether that strategy includes specific peacebuilding objectives or not. The integration of a conflict perspective is important in all contexts, in situations of submerged tensions and rising tensions, as well as in contexts affected by violent conflicts. To Sida, the term conflict perspective carries the same meaning as conflict sensitivity. It builds on the recognition that humanitarian assistance and development cooperation activities become part of the conflict context and will have effects on it, for better or for worse. Consequently, this TN is relevant for working on all strategies.
