Evaluation at Sida – Annual Report 2021
The purpose of this annual report is to provide an overview of what and how Sida evaluates. The report covers 34 decentralised evaluations commissioned by Sida and foreign missions. The majority of these decentralised evaluations were project or programme evaluations. The evaluations were carried out within 19 out of Sweden’s 45 geographic and thematic strategies and concerned 10 of Sida’s eleven main sectors. Two central evaluations and one evaluability study of strategic importance to Sida were completed in 2021. The central evaluations concerned the Power Africa project and Sida’s model for bilateral research cooperation, while the evaluability study focused on Sida’s approach to democratization in different contexts. Brief summaries are provided for all evaluations – central as well as decentralised – completed and published in 2021.

Evaluation at Sida

The report covers 23 decentralised evaluations commissioned by Sida and foreign missions. The majority of these decentralised evaluations were project or programme evaluations. The evaluations were carried out within 14 out of Sweden’s 44 geographic and thematic strategies and concerned about half of Sida’s eleven main sectors. Three central evaluations of strategic importance to Sida were completed in 2020. The central evaluations concern Sida’s work with a Human Rights Based Approach, the Power Africa project and Sida’s model for bilateral research cooperation. They offer lessons of value for Sida’s ongoing change agenda to attain its vision and mission 2023. Brief summaries are provided for all evaluations – central as well as decentralised – completed and published in 2020.

Meta-study of Partner-led Evaluations 2019
Based on a recommendation from its internal audit, Sida/UTV commissioned NIRAS to undertake a stocktaking and metaassessmentof partner-led evaluations that were undertaken in 2019 and early 2020. The assignment consisted of i) a stocktakingof partner-led evaluations and reviews; ii) a quality assessment of a sample; and iii) an assessment of utility of the same sample.While there is scope for improvement, the quality of the evaluation reports is good. The average utility score for the evaluations isalso relatively high. Management responses have been prepared by the respective partners for the entire sample. The terms ofreference for the evaluations were, however, a weak aspect.The data suggests that quality of a partner-led evaluation depends to some extent on whether it is commissioned as an end-termor mid-term evaluation, and the size of its budget – the latter of which is often dependent on the first. Correlations between utilityand quality; and the quality of the ToRs and quality or utility of the evaluation reports are weak. A larger sample size might betterreveal potential correlations.

Environment and climate change integration in Sida’s development cooperation
This report is the briefing paper that Sida prepared as part of an OECD/DAC Peer Learning Review on environment and climatechange mainstreaming, where Sida, Canada, the EU Commission and the European Investment Bank volunteered to engage.The report describes the Swedish policy context, Sida’s approach to integration, achievements and lessons learned. The purposeof the learning process was to assess how environment and climate issues are integrated or not in DAC members’ developmentstrategies, policies and programmes, identifying what worked and what did not, and how to approach remaining and emergingchallenges. The OECD/DAC Peer Learning exercise is one of the evaluations in Sida’s Strategic Evaluation Plan, as a utilisationfocused review of a priority perspective in Sweden’s development cooperation. The report with the findings and lessons from thevisit to Sweden and the synthesis report comprising lessons learned from all three visits will be available later this year.

The majority of evaluations were programme evaluations and were carried out within 16 out of Sweden’s 44 geographic and thematic strategies and within eight of Sida’s eleven main sectors. For a majority of the evaluated programmes, relevance was assessed as high whereas effectiveness, impact and efficiency were assessed to be satisfactory. Given that a large part of the evaluations was carried out mid-term, sustainability varied. Approximately a third of the evaluations described a performance that was more than satisfactory. Three of the 30 evaluated programmes were assessed to be unsatisfactory. Four, so called, strategic evaluations were carried out that provide lessons from peace and security as well as private sector engagement. They offer lessons of value for Sida’s ongoing change agenda to attain its vision and mission 2023. Brief summaries are provided for all evaluations. The total cost for Sida commissioned evaluations was about 32 MSEK.

Evaluation at Sida Annual Report 2016
The purpose of this annual report is to provide an overview of evaluations commissioned and published by Sida (units and foreign embassies) in 2016 and to briefly present results from these 16 evaluations. The 16 decentralised evaluations represent a reduction compared to earlier years (for example 50 evaluations in 2015), which is due to the 10 month absence of a valid framework agreement for evaluation services. The majority of evaluations were programme evaluations and were carried out within 11 out of Sweden’s 43 results strategies. They covered seven of Sida’s twelve main sectors, and about one third were within the sector democracy, human rights and gender. One evaluation concerned a Swedish cooperation strategy. The evaluations are of direct use to Sida and partners for learning and to improve design and implementation. Brief summaries are provided for all evaluations. The total cost for Sida commissioned evaluations in 2016 was about 12 MSEK.

Aggregating the results that arise from Sida’s investment in Tanzanian Civil Society in 2014 - Final Report
The purpose of this study was to create knowledge about the results that are being achieved by Sida’s civil society organization (CSO) partners, to start to understand the relationship between partners’ interventions and the results, and to articulate a theory of change that can underpin Sida’s investment in Tanzanian civil society. This study conducts a grounded theory analysis of the 2014 annual reports of ten CSOs in Tanzania who partner with Sida. Evidence is presented that citizens and CSO actors strive to improve themselves after learning about their rights, and developing the self-efficacy and confidence to claim these rights. Young people and women are developing a growing voice; and there are signs of increasing mutuality between the State, CSOs and the media. Based on the findings in this report Sida can theorize that when people know that they have entitlements, and understand the protections due to them, they stop self-censoring and start to make demands.

They covered nine of Sida’s twelve main sectors, with more than half within the sector democracy, human rights and gender. Four evaluations concerned Swedish result strategies. The evaluations are of direct use to Sida and partners for learning and to improve design and implementation. Brief summaries are provided for all evaluations. The total cost for Sida commissioned evaluations was about 24 MSEK.

Swedish Development Cooperation in Transition? Lessons and Reflections from 71 Sida Decentralised Evaluations (April 2011 – Apr
I denna rapport presenteras resultaten av en översyn som InDevelop av 71 decentraliserade utvärderingar av svenskt utvecklingssamarbete genomfördes under 2011-2013. Syftet med översynen är att syntetisera resultaten och identifiera lärdomar som är relevanta för lärande inom Sida och dess samarbetspartners, för att stärka förvaltningen för resultat och förbättra det svenska utvecklingssamarbetet. Översynen lyfter framgångar och brister i förhållande till resultaten, de processer genom vilka dessa resultat är som eftersträvas, och sätt som insatser för att uppnå resultat ingår i program, och hanteras, övervakas och utvärderas. iakttagelserna visar att Sidas insatser för att förbättra RBM har haft blandade effekter. Sverige har en unik och viktig roll som bidragsgivare som tar kapacitetsutveckling allvar och betydande resultat tycks har uppnåtts. Men en brist på medvetenhet om Sidas tankeram, bland partners och Sida själv, tillsammans med svaga utfallet övervakning, har inneburit att det är svårt att bedöma resultat och lära sig att förbättra prestanda. utvärderingarna visar att regelefterlevnad får begränsad uppmärksamhet i programmen och sällan följs. De fattigas perspektiv är påtagligt svag, och miljömässig hållbarhet är nästan alltid ses som en sektor oro snarare än en övergripande dessa. Det har varit en del starkt engagemang och stor framgång i att göra jämställdhet i vissa länder och program, men resultaten är mycket ojämn.
