Evaluation of Country Programme Support to UNFPA, UNICEF and UN Women

Sweden provides long-term unearmarked support to the country programmes of some UN organisations. It is known as country programme support (CPS). This evaluation sought to expand the knowledge of the modality by studying six UN country offices currently receiving CPS. The evaluation examined changes in organisational behaviours, inter-organisational relations, and the Sweden-UN strategic partnership. It found that the flexible, long-term nature of CPS enhanced effectiveness and efficiency within the UN organisations. It concludes that CPS is adding value to the implementation of country programmes/strategic notes and Sweden’s strategy, but there is potential to use CPS more effectively. The evaluation recommends guidance for more structured dialogue between Swedish embassies and the UN organisations. It also recommends that the UN organisations improve their narrative and financial reporting, introduce adaptive resultsbased management, and monitor the development of CPS for learning. Other development partners should be encouraged to provide CPS. The partners should also seize the opportunity to use the modality to promote UN reform and Delivering as One.

Evaluation of Sida’s Support to Education

This report examines experiences related to the support provided by Sida to the education sector over the last 20 years (2001–2020), with a specific focus on four key evaluation questions: (1) Has Sida’s support to education generated high-level positive or negative, intended or unintended, effects (impact)? (2) Which groups living in poverty have been affected by Sida’s support to education, and in what ways (here, particular attention will be paid to marginalized and vulnerable groups) (impact)? (3) What factors have constituted conditions for sustainable and resilient results from Sida’s support to education (sustainability)? (4) Has Sida’s support to education helped education provision in partner countries live up to the demands of gender equality and fundamental human rights, and to what extent have other stakeholders in the education sectors of those countries taken on gender equality and human rights (sustainability)? The report draws on data collected from and on Afghanistan, Bangladesh, Bolivia, Cambodia, Tanzania and globally. The evaluation found that Sida has contributed to expanding the access to education, and has, in certain instances, supported access to quality education, specifically for specific marginalised and vulnerable groups. Sida has also contributed to expanding the access to education for girls. The evaluation also found that ensuring a good quality education is delivered is challenging, complex, and central to ensuring that support to education is sustainable and has an impact on reducing multidimensional poverty and increasing gender equality.

Evaluation of Sida’s support towards food security as part of a wider food system

Sida’s support to food security and food systems spans a diverse range of sectors, including support to reforms of agricultural and land policies, land administration and tenure, food production, agricultural extension services and training, distribution, markets at local, regional and global levels, processing and commercialisation of agricultural products (value chains), technical and scientific innovation, economic instruments, research as well as humanitarian aid in acute and protracted crises. The evaluation looked at how Sida approaches food security in a food systems perspective, how Sida works with food related programming, and where there is room for improvement. The findings show that while a broad range of programmes are relevant for contributing to food security there is very little policy guidance to steer general programming, and even where food security is mentioned in Sweden’s country cooperation strategies, it is never defined. As a result, Sida’s profile in relation to food security is indistinct and reflects a variety of paradigms for influencing food systems.

Annex 1: Cambodia Case Study

This report is an annex to a report which examines the Cambodian experience relevant to the support provided by Sida to said country over the last 20 years (2001–2020), with a specific focus on responding to four key evaluation questions on impact and sustainability. This document has resulted from the data collected from, and on, Cambodia, as part of the evaluation of 20 years of Sida support to the Education Sector. This report is a stand-alone report in its own right; it is also a case study report, one that feeds into the overall evaluation of 20 years of Sida’s support to the Education Sector. The main focus of this report is on activities that fall under the purview of the Ministry of Education Youth and Sport (MoEYS).

This report is a stand-alone report in its own right; it is also a case study report, one that feeds into the overall evaluation of 20 years of Sida’s support to the education sector. Evaluation: Think Nature! project 2019–2021

The purpose of the evaluation was to assess the relevance, effectiveness, efficiency, sustainability, and impact of the “Think Nature!” project in Bosnia and Herzegovina (BiH), funded by the Swedish International Development Agency (Sida) and implemented by the BiH Centre for Civil Society Promotion. The project aims at increasing the capacity and thus the influence of civil society in the environmental sector and, by doing so, to contribute to better protection of the environment and enhanced resilience to environmental impact and climate change in BiH. The evaluation applied qualitative and quantitative data collection tools, including extensive, eight-day fieldwork in BiH, with 12 municipalities covered across the country and over 100 stakeholders involved in the project implementation consulted. The evaluation produced a set of findings for each project component clustered under five evaluation areas. Seven conclusions were drawn, and recommendations were provided for a potential future project phase.

Mapping Approaches to Democratization Assessment

//This report is part of a series of three reports. The others are: 2021:4 Evaluability Study of Sida’s Approach to Democratization in Different Contexts and 2021:5 Mapping of democratization support// This report presents the findings from the second mapping exercise that researches how researchers and international donors assess democratization, and donor efforts to support and promote it. A conventional definition of democracy was preferred in this report. The research focused on methodologies themselves, both qualitative and quantitative, rather than on findings and analyses. The report reveals that qualitative evaluation continues to be the principal methodology for donors and a prominent one for researchers, and therefore recommends that underutilised political economy analysis should be expanded. Quantitative evaluation methodology has expanded greatly in recent decades, using ever more advanced methods, and its future growth should be supported. However, evaluation methodology faces new challenges in assessing democratic backsliding but is rising to the task. Lastly, gender equality has become a top priority in democratization programmes and evaluation. Poverty has assumed a prominent but lower place and remains largely the province of the economic growth sector. Efforts to link these themes in democracy evaluations should be encouraged.

Evaluability Study of Sida’s Approach to Democratization in Different Contexts

//This report is part of a series of three reports. The others are: 2021:3 Mapping Approaches to Democratization Assessment and 2021:5 Mapping of democratization support// This report presents the third output under the Evaluability Study of Sida’s Approach to Democratization in Different Contexts (see terms of reference (ToR) in Annex 1). Sida in May 2020 commissioned FCG and Tana Copenhagen in partnership with the Overseas Development Institute (ODI) and D-Arch to undertake a comprehensive evaluability study of Sida’s democratization support. Three distinct outputs form the combined evaluability study: (i) a mapping of research and donor approaches to democratization providing learning of how democratization can be approached, (ii) a mapping of research and donors’ approaches to assessing the status and progress of democratization providing learning for such assessments and (iii) a feasibility study of evaluating Sida’s democratization support.

Mapping of democratization support

//This report is part of a series of three reports. The others are: 2021:3 Mapping Approaches to Democratization Assessment and 2021:4 Evaluability Study of Sida’s Approach to Democratization in Different Contexts// This report presents the findings of the first mapping exercise that researches the frontier on the relationship between aid and democratization from a research’ and donors’ perspective. The study finds that researchers’ theories on general aid focus on strategic interests of aid actors, while those on democracy aid focus on citizens’ empowerment. The research reveals that autocracies can respond to aid conditionality by window-dressing and that aid programs can legitimize the regime. Donors stress the following aspects in theories of change: political inclusion, the components of a democratic political system, and governance, while focusing on gender equality. This report recommends Sida should consider the impact of other types of foreign aid on democratization, recipients’ strategic interests, and the risks of co-optation and obstruction, especially with non-democratic governments. Since the impact of aid is limited to increasing democracy levels and does not seem to affect democratic regime change, donors’ expectations on how their efforts to promote political participation in non-democratic regimes may lead to political change through citizen empowerment may be too optimistic.
