Democracy and Human Rights
Democratic change and improved respect for human rights are essential for people living in poverty and under oppression, enabling them to influence their living conditions and hold governments accountable. Only one third of the world’s population is today living under such conditions. In recent years a trend towards more authoritarian forms of governance has been seen globally. Sida contributes to the protection of democracy and continued democratisation through its programmes and projects in the thematic area of Democracy and Human Rights, amounting to SEK 6.0 billion in 2022. This makes democracy and human rights Sida’s largest thematic area, equivalent to approximately 25 percent of Sida’s total disbursements.

Sustainable Ocean Economy
More than 3 billion people rely on the ocean for their livelihoods and the ocean contributes to poverty eradication, sustained economic growth and food security and climate regulation. The sustainability of our oceans is under severe threat from pollution and eutrophication, unsustainable fishing practices, and from effects from climate change such as ocean warming and acidification. Sweden promotes strengthened efforts for protection and restoration, sustainable management and use of marine, coastal and freshwater ecosystems, biodiversity, natural resources and ecosystem services and also cleaner water and oceans, reduced emissions of pollutants and reduced littering. Sida is targeting the most vulnerable coastal communities while ensuring the ocean economy is developed sustainably for the benefit of people and nature. Sida’s financial support to a sustainable ocean economy was approximately SEK 733 million in 2022. This accounts for about 2.9 percent of Sida’s total disbursements, steadily increasing over the last five years.

Sida’s support to the World Bank Group in 2022
In 2022 Sida disbursed SEK 1.15 billion to the World Bank Group (WBG). Sida’s financial support is mainly directed through a number of trust funds and financial intermediary funds. These funds have a global, regional or country focus with either a specific thematic or geographical aim.

Education
Education plays a fundamental role in human, social and economic development. Investments in good quality education, especially in the education of girls, are of fundamental importance for poverty reduction and sustainable development. Education is also key to building a democratic society, inclusive economic development and promoting gender equality. Sida’s support to education amounted to SEK 846 million in 2021, corresponding to 3 percent out of Sida’s total support.

Sustainable Energy
Access to reliable energy services is an important part of human development and a prerequisite for a healthy and prosperous life. Energy services provides lighting, improves services at health facilities, creates new jobs and facilitates education, investments and innovations. Sida supports increased access to renewable energy and improved energy efficiency for people living in poverty. The financial support from Sida to the energy sector was approximately SEK 845 million in 2021, equivalent to approximately 3 percent of total disbursements.

Sustainable Ocean Economy
The sustainability of our oceans is under severe threat from pollution and eutrophication, unsustainable fishing practices, and effects from climate change such as ocean warming and acidification. The ocean contributes to poverty eradication, sustained economic growth and food security and climate regulation. Sweden promotes strengthened efforts for protection and restoration, sustainable management and use of marine, coastal and freshwater ecosystems, biodiversity, natural resources and ecosystem services and also cleaner water and oceans, reduced emissions of pollutants and reduced littering. Sida is targeting the most vulnerable coastal communities while ensuring the ocean economy is developed sustainably for the benefit of people and nature. Sida’s financial support to a sustainable ocean economy was SEK 719 million in 2021. This accounts for approximately 2.8 percent of Sida’s total disbursements, steadily increasing over the last five years.

Water and Sanitation
Water is essential for the survival and productivity of all life and ecosystems and the growing threat of water stresses has far reaching consequences for poor and vulnerable communities. Access to safe drinking water and sanitation is crucial, not only for people’s health and wellbeing, but also for poverty reduction and economic development. Sweden promotes efficient, fair and sustainable water use and management as well as improved access to safe drinking water, sanitation and hygiene facilities. Sida’s financial support to the water and sanitation sector was approximately SEK 751 million in 2021. This accounts for approximately 2.8 percent of Sida’s total disbursements, a decrease by 37 percent over the last five years.

Peace and Security
Armed conflict constitutes one of the main obstacles to sustainable development. More than three quarters of the world’s poorest people live in contexts affected by conflict and fragility. Sida’s total disbursement to the sector Conflict Prevention, Peace and Security in 2021 was SEK 1.25 billion, which represents 4.7 percent of the total budget.

Employment
Employment is the main source of income for the working poor and their main route out of poverty. Jobs and income generating activities need to be productive, to generate incomes above the poverty level, and of quality to protect the rights, dignity and safe working conditions of the employed. To create more productive and decent employment for the working poor, including people in the informal economy and other vulnerable groups, is a fundamental requirement for inclusive economic development and poverty reduction and therefore a priority for Swedish development cooperation.

Social Protection
Social protection is a human right and an effective tool for poverty reduction. It is essential for reaching people living in extreme poverty and vulnerability, for increasing resilience to shocks and breaking the cycle of poverty.1 It is also an enabler that facilitates the realisation of other human rights such as health, education, livelihoods, employment and gender.2 Sida’s support to social protection amounted to approximately SEK 800 million during 2021, which is approximately 3 percent of Sida’s development cooperation. Support for social protection almost doubled between 2018 and 2021. The increase was strongest in 2020, but the trend has continued also in 2021, which verifies the expanded recognition of social protection in international development cooperation and increased priority in Sida’s global and bilateral work.
