It is plausible that the project achieved at least some of the suggested impacts.\u003C\u002Fp>\n\u003Cp>\u003Cstrong>Potential shortcomings:\u003C\u002Fstrong> The evidence is contradictory and of limited confidence. Beneficiary interviews and project reports make numerous positive claims, but these could either not be triangulated or were sometimes seemingly contradicted by independent statistics. As a pilot project, learning was a key objective, yet documentation was inadequate. No quantitative baseline data were collected. During 2025, the level of funding towards migration increased substantially and a total of SEK 681 million was disbursed. Sida implemented the strategy for ‘Sweden’s global development cooperation on migration, returns and voluntary repatriation 2024–2028’ with a total volume of SEK 3 billion, including 350 million SEK for 2025. In addition, 10 other development strategies with migration-related goals were implemented. This has led to an increase in the total number of interventions and new partnerships. Sida mainly collaborated with multilateral partners. New partnerships with civil society and Swedish authorities were also initiated. At the same time, natural disasters and deteriorating socioeconomic conditions continued to affect already vulnerable groups severely.\u003C\u002Fp>\n\u003Cp>Considering these highly complex circumstances, Swedish humanitarian assistance remained principled, needs‑based, and flexible, delivering clear results. In 2025, Sida disbursed approximately SEK 4.6 billion in humanitarian aid, representing around 19 per cent of Sweden’s total development assistance. Global military expenditure also surged to unprecedented levels. Armed conflict hindered efforts to alleviate poverty, continued to drive food and energy insecurity, and render climate goals unattainable. Whereas fragility has become universal, OECD identified 61 states as experiencing high or extreme levels of fragility. These contexts are home to 25 per cent of the world’s population and 72 per cent of the world’s extreme poor. They also generate and host the majority of the world’s forcibly displaced. This context, the cost of war, the cost-efficiency of conflict prevention as well as the need for a human-centered approach to security has received renewed attention. In 2025, Sida disbursed approximately SEK 1.1 billion to contributions addressing peace and security.
