The evaluation focused on the performance of 19 organisations funded by Sida to implement HIV/AIDS projects in Zimbabwe. The level of performance of the organisations differed due to the different levels of technical staff employed. Some organisations did not have Monitoring and Evaluation Frameworks aligned to the national system, and could not effectively and efficiently keep track of their activities due to high staff turnover. However, the general level of programme implementation of the projects was satisfactory, with a lot of the organisations achieving some of their objectives. Most organisations needed to mainstream cross-cutting issues such as gender and poverty into their HIV/AIDS projects. Sida was recommended to support capacity building in mainstreaming.
