The report synthesises findings about supporting institutional development (ID) - formal and informal rules for social interaction. It identifies lessons learned and discusses implications for ID support, Sida in general and for evaluation. Sida support for ID is comprehensive, deliberately provided and broad in scope - but theories of change, strategies and methods for dealing with the narure of ID are not well articulated. ID is a dynamic process of complex interactions. It calls for a deeper understanding of this process; an explicit process-oriented approach; the development of common concepts and analytical frameworks. Evaluation can make important contributions to this, as well as to knowledge about results and the performance of ID support - which remains scarce.
