Natural Resource Tenure
In many developing countries, poor and marginalised groups depend on natural resources for their livelihoods and shelter. Pro-poor natural resource tenure is therefore crucial to poverty reduction and realisation of human rights. This paper was originally a working document in the process to formulate a Sida position about tenure. It gives an overview over the many ways in which Sida's actions, policies and other positions are related to tenure issues. The views perceived from the background paper may not necessarily represent the Sida position, but the document provides a broad base for further analysis and exploration of the issues. Useful references to litterature and institutions are presented. The paper is broader in scope than many tenure documents, in that it comprises tenure related to many different natural resources and not just to land. It also shows how different development priorities as pro-poor growth, gender equality, democratic governance, peace and security are related to tenure.
