Policy Guidance and Results-Based Management of Sida's Educational Support

The evaluation examines policy guidance and results management in Sida's educational support. A central conclusion in the evaluation is that there is a clear need for a more systematic dissemination of steering mechanisms both at Sida Stockholm and in the field, as well as stronger incentives for policy guidance in the organisation. The availability of results information is similarly found to be varied, as is the quality and usefulness of existing information. Results management in the educational sector is generally weak. In summary, assessments and decisions are characterised by blue-print formats rather than a systematic use of comprehensible policy instruments or robust information on results.
