Donors Doing Development Differently? Lessons from Sida’s Management of the MSD Approach

Traditional developing programming often assumes stable context and well-defined problems that linear models of change can address. Yet, many actors in the development community have long been aware of the complex nature of real world development. The principles of Doing Development Differently highlight local identification local problems and a need for an adaptive or iterative approach to development interventions. But how can donors practically work in this spirit and does adaptive management require (or offer opportunity for) renewed systems of organizational learning? This seminar uses a recent evaluation of Sida’s management of programs with a Market Systems Development (MSD) approach to explore these issues further.
Tim Ruffer, Director of Strategy at Itad, will present the evaluation that was team-leader for. Tim will also contribute with lessons from other adaptive management related work that Itad has undertaken.
Anna Rahm, Head of the Contribution Management Process Unit at Sida, will offer some reflections on the evaluation findings, based on her extensive experience of market systems development work, DDD engagement and placement within Sida’s system for organisational learning.
Bridget Dillion, Head of Evaluation Profession at DFID, will talk about their Global Learning for Adaptive Management (GLAM) project and what DFID has learnt so for with regards to evaluation and adaptive management.
