The Paris declaration in practice
- A review of guiding documents in sector programmes

The following paper is a review of key documents guiding the work of alignment and harmonisation in sector programmes supported by Sida jointly with other actors. The paper analyses and draws conclusions regarding their design, content and formulation in relation to the Paris declaration principles, in areas such as ownership and alignment, PFM, results' focus, programme steering and capacity development. It also looks into how definitions are handled and gives examples of the process of negotiating these guiding documents in specific countries.
