Sida Evaluation
Carl-Johan Belfrage
Evaluation of the World Bank projects ESSP and Reform Trust Fund in West Bank/Gaza. ESSP has received Swedish support 2002-2004. It is a crisis programme, designed by the World Bank in consultation with the Palestinian Authority (PA), with the objectives to mitigate the financial crisis at the Palestinian line ministries. ESSP provides basic social services through covering running costs at the Palestinian ministries of health, education and social affairs. The Reform Trust Fund aims to harmonise donors' support to the Palestinian budget in exchange for a commonly agreed reform program designed to improve the PAs financial management systems within a broader national reform agenda.
