Sharra Waste Dump Site, Albania- Feasibility Study and Urgent Rehabilitation Measures

From Sep 2001Dec 2002, UNEP carried out the project Sharra Waste Dump Site. It was financed by Sida, together with Albanian counterparts including the Ministry of Environment and the Municipality of Tirana. Sida carried out an evaluation of the Project in late 2003. The main lesson learned is that counterpart ownership of projects is crucial, and considerable effort is needed to ensure this during project planning and implementation. It is recommended that Sida carries out an institutional capacity assessment during the design period for projects, with regular stakeholder meetings and communication. The choice of counterpart organisation is also important with respect to local commitment and project sustainability.
