The study provides background information on the Rwandan economy and assesses the prospects for and constraints to growth. It makes a systematic review of various aspects of the economy and economic policy, set against factors known to be important for economic growth. A mapping of poverty is made and changes in poverty are assessed. The study also makes an effort to evaluate the policies pursued by the government and not least in the light of the heated debate with the IMF on the size of government expenditures and the budget deficit.
