A report in the Sida Studies series. The study advocates an analysis of power that takes account of the political culture, knowledge, and beliefs of Ethiopia's diverse citizens. The current period is critical in terms of political stability, pluralism and pro-poor socio-economic development. The authors look at reforms undertaken, designed to liberalise the economy, decentralise the state and democratise politics. They argue that inloving all Ethiopians in decisions affecting their lives is one of the most significant challenges to socio-political transformation.
