The purpose of this paper is to facilitate Sida´s analysis and dialogue on education and to contribute to developing policy and methods for Swedish development assistance to the education sector. It is intended to establish a common Sida framework for our external dialogue, and to provide a basis for discussion with officials and decision-makers in partner countries as well as in other development agencies.
