The Swedish Consultancy Fund in Mozambique

The use of consultancy funds in Swedens development cooperation started in the mid 1970s, and today there are funds in 19 countries. The program in Mozambique has financed a total of SEK 250 million, making it one of the largest. The main stakeholders are ministries, civil servants who benefit from study trips and courses, and the consultants contracted to perform studies or technical assistance. The reasons for the evaluation were (1) that this support has never been evaluated, and (2) that, because the administration of the fund has become increasingly burdensome, Sida needed advice on how to simplify administrative procedures.
