An Institutional Analysis of Development Cooperation Despite tremendous efforts and good intentions, aid often produces disappointing results. Sida, along with other bilateral and multilateral aid agencies, has indicated that the lack of proper incentives generated by aid itself may be an important factor undermining its sustainability (Sida, 1999g). This study explores how the incentives that arise in the system of development assistance affect the goal of sustainable development. The study is complemented with a Management Response.
