Best Practice in Building African Capacity for Public Financial Management: The Experience of NORAD and Sida: Report to the Task Team on Financial Management

A desk study of NORAD's and Sida's experiance, based on policy and project documents, suggests a comprehensive approach to public financial management. Democratic governance should be the primary motive for good public financial management. Building capacity may take 15-25 yars. System-wide assessments and programmes for improvements are necessary. The developing country, rather than the donors, must lead efforts. The quality of public financial management will be decisive for the success of PRSPs.
