District Heating Projects in Latvia and Russia

Five district heating rehabilitation projects in Latvia and Russia have been evaluated including Sida financed technical assistance during different stages of the project preparations. The evaluation concludes that the Sida support scores high although only one of the projects meets its objective. Main conclusions are that well prepared DH rehabilitation projects have high-energy conservation and environmental gains, and that reform-oriented utility owners and institution-building is imperative for successful implementation. Sida should retain its capacity for insightful and flexible handling of preparatory support to complex infrastructure projects.
