This UTV Working Paper paints a picture of Sida support for the development of institutions - formal and informal rules - in four countries: Mozambique, Kenya, Vietnam and Laos. The country reports form part of an orientation and overview phase that initiates a UTV evaluation theme on support for institutional development. An overall conclusion is that there is a striking gap between Sida's comprehensive and conscious support, on the one hand, and the uncertainty or lack of awareness of how Sida goes about, and why, on the other. In particular, Sida lacks systematic ways for dealing with the characteristics of institutional development and factors that render institutional development particularly difficult.
