University and Faculty Research Funds at Universities in Mozambique, Tanzania and Uganda
This is an evaluation of university/faculty research funds financed by Sida/SAREC in three African universities - Dar es Salaam, Makerere, Eduardo Mondlane. The objectives have been to support management of research, capacity-building, generate new knowledge, and promote a research culture. Achievements, constraints and problems are highlighted, and the conclusion is that this type of funding has been moderately successful. Steps have been taken towards greater responsibility for research planning and management, but much remains. Success has included capacity-building but new knowledge generated has been marginal. Supported researchers have been more successful where their work has been related to special research programs. Research funds, therefore, are best when complementary to other modalities of support.more successful where their work has been integrated or related to special research programs.
