This paper is the result of an ongoing consultative process between a task team at Sida's headquarters and staff in the field, including intensive discussions at a regional seminar in Kigali, Rwanda in November 2006. One purpose of the paper is to identify and summarise issues that have arisen within Sida in the application of Programme Based Approach in the sector and where funding is provided through budget support. The paper also provides a synthesis of experiences of how Sida deals with these issues in practice. Finally, the purpose is to draw some conclusions for Sida as an input into Sida's overall policy work in relation to Programme Based Approaches. The issues paper will serve as an input to a future position paper on Programme Based Approaches including Budget Support.
