The overall objectives of the Project have been relevant and fully in line with the Constitution of Mongolia and other laws and regulations. Stakeholders and individual participants have been around 10 000. The Project has had a reasonable impact in favour of increased understanding of democracy and human rights, most visibly seen at local levels and in terms of good under-standing of the borrom-up approach. The Project has had an impact to increase awareness on poverty and there is a sound rights-based approach in the different training materials. The total cost per trained participant was 3 700 SEK, which is very reasonable and very commendable. The Swedish development cooperation with Mongolia is characterised by a high and relevant degree of control and command over developemnt activities exercised by the Mongolian cooperation partners.
