External Analysis of Forum Syd's Country Programs in Central America

This external analysis assesses selected aspects related to Forum Syd's development of country programmes in Central America (Guatemala, Honduras and Nicaragua) during 2007. It also analyses potential consequences of the termination of support from the approporiation for bilateral development cooperation in Latin America. The findings include the identification of several challenges for Forum Syd especially at institutional level, e.g. regarding human resources and links between HQ and field offices. The analysis also suggests that a phasing-out of the programmes should especially consider the different character of counterpart organisations as well as the importance and role of civil society in the three respective countries.
