The Swedish Support to the South African Revenue Service through an Institutional Cooperation with the Swedish Tax Agency, 1998-2008

In 1998 SARS and the STA established an institutional cooperation with the long-term objective "to ensure that taxes are paid according to the law at the correct time". Sida supported the cooperation with a budget of M SEK 38.5 up to its finalisation in December 2008. The cooperation has been implemented as a twinning concept. All activities have been implemented based on SARS's needs and demands with high flexibility from STA. The cooperation has been effective and the overall objective has been reached. Sweden has adopted a strategy for partner-driven cooperation for global development and SARS expressed some areas that could be supported. Five main lessons have been identified which are all useful for future design of dev. programmes.
