Sida has supported the NDI programme for three years. It has been evaluated in order to assess its relevance, effectiveness, efficiency, impact and sustainability. Adequate outcome and impact indicators targeting concrete changes in poverty reduction need to be elaborated. If in-depth social changes are to be achieved beyond numbers and beyond a democratic façade of society, "agents of change" need to be targeted and integrated. How elected women can make a difference in addressing poor women's basic needs and strategic interests, in reducing structural and gender inequalities at decentralised and at national level, ought to be included in the programme.
