Mainstreaming at Sida - A Synthesis Report

The study draws on the conclusions from three previous evaluations of Sida's policies on gender, HIV/Aids and environment. All these policices share a specific mode of implementation: mainstreaming. This synthesis report investigates the extent to which the three policies have been mainstreamed, it explores reasons to varying success in the mainstreaming of the policies, and it offers a number of recommendations on how mainstreaming might be enhanced. The findings point to a number of internal organisational features at Sida that hamper effective policy maisntreaming, and recommendations therefore include the establishment of clearer goals, clarification of the relatiosnhip between different policies, and the development of better routines for follow-up and learning.
