Healthy Support? Sidas Support to the Health Sector in Angola 1977-2006

The evaluation gives a descriptive historical background of the development of the cooperation from the first agreement in 1979, the changes over time, the constraints and the setbacks caused by lack of staff and management capacity and, above all, the protracted war. Sida's initial objective of helping to build a nationwide Public Health System was not achieved. However, some components developed favorably, for example the Essential Drugs programme and the comprehensive Maternal and Child Health programme in Luanda. It is practically impossible to isolate the effects of the Swedish support but some of the institutions involved in the cooperation have been strengthened and their management capacity has developed for the better.
