General or selective intervention? An evaluation of Sida's Partnership Programmes in Chile and South Africa
The report summarizes the effectiveness, impact, relevance, sustainability and efficiency of the Partnership Programmes aiming at the creation of long-term commercial relationships between Swedish SMEs and corresponding firms in Chile and South Africa. It is recommends that the Programme for Chile be extended for another year. The focus and the objectives of the Programme for South Africa needs to be revised and changed. The report concludes that Partnership Funds can be a useful tool when implementing Swedens Policy for Global Development provided that three basic conditions are met, i.e. the existence of well defined and controllable criteria, the application of cost sharing and that they avoid the provision of risk capital to individual firms.
