National Water Supply and Environmental Health Programme in Laos - Joint External Evaluation

The Programme, assisted by UNICEF, UNV and WSP-EAP, received Sida support 1992-2004. This evaluation covers 1998 2004 and assesses the institutional, HRD, and sustainability aspects, impacts on health, poverty reduction and economic development, and lessons learnt and best practices. The main achievements of the programme were: A National WSS Strategy, the construction of 1,100 water schemes and 27,000 household latrines, and 475 water supplies and 463 latrines built under the School Sanitation Programme. However, more training at community level is needed. Only short-term consultants were provided for an HRD Plan, IEC, M&E and gender components - all during the last year. All TA staffs were men.
