Sida's Support to the Start East Programme

The Swedish development cooperation with the Baltic States and Russia was initiated in 1990 and 1992 respectively. From the inception great emphasis was placed on transfer of knowledge. In 1994/95 four specific goals were established for the cooperation. The Start East Programme, financed by Sida, specifically addresses the goal of "supporting a social and economic transformation". The evaluation is based on a number of case studies from which attempts have been made to draw general conclusions.
