Addressing transboundary aspects of water resources management has become increasingly important during the last few decades in many parts of the world. In Africa, 93% of the available water resource is present in shared basins being the home of 77% of the population.
The common water resource is a potential source of conflict at the same time as it has a tremendous potential as driver for economic growth and social development. Enhanced cooperation on TWM thus holds a potential for socio-economic development in general and for providing benefits for people living in poverty in particular.
Furthermore, it is generally hypothesised that strengthened and capacitated regimes for transboundary water management (TWM), including their legal and regulatory frameworks and the institutions in charge of implementing them, are well equipped to respond to challenges brought about by climate variability and change, economic development and demographic shifts.
Sida has initiated this learning review with the purpose to
• To enhance the concrete results from TWM for people living in poverty.
• To develop and implement improved systems for reporting on results and for evidence based policies and decision making on TWM.
Status: A workshop on “Increasing Benefits from Transboundary Water Management for People Living in Poverty” was organised by Sida in Nairobi, 15-16 April 2010. Background documents have been produced and the Terms of Reference for the evaluation is currently being developed.
