During the past decade donor agencies have shifted increasingly from a project approach to a programme based approach, including aid modalities such as general and sector budget support. There is, nevertheless, an increasing demand (both from donor and partner country constituencies) to evaluate the effectiveness and results from budget support. While past and recent evaluations have focused on the policy processes and outcomes of budget support, they have not attempted to analyse the impact of budget support.
As a response to this, several donors have developed a methodology for the evaluation of budget support that will be piloted in a number of partner countries during 2010 – 2011. UTV is engaged in the management group for the evaluation of budget support in Zambia together with Germany and the Netherlands.
A number of sector case studies will be conducted as part of the evaluation, including health, education, water and agriculture. The evaluation is carried out in close coordination with the evaluation of the Joint Assistance Strategy in Zambia (JASZ) where UTV is represented in the management group together with Danida and Irish Aid.
Purpose: To provide insights into the effects of budget support and to what extent and under what circumstances it has had an impact on improved service delivery and poverty reduction.
