An evaluation of Sida's work with gender mainstreaming was completed in early 2010. The evaluation contributes to our understanding of conditions necessary both for effective gender mainstreaming and gender equality outcomes (in particular in relation to the four Swedish focus areas: women’s economic empowerment, women’s political participation, women’s sexual and reproductive rights and women’s security including GBV).
The evaluation is based on case studies of programmes in Kenya and Ethiopia. The evaluation concludes that an integration of different mainstreaming approaches (i.e. targeting, dialogue and integrated analysis) in programmes seems significantly more effective than a focus on only one aspect of mainstreaming.
Reiterating the findings from previous evaluations, it is also found that Sida is rather good at mainstreaming gender in the planning and assessment phases of programmes, but that gender is considerably more absent in programme monitoring and evaluation.
The evaluation was a collaborative effort between UTV and Sida‟s Gender Team.
Purpose:The purpose of the evaluation is to contribute to our understanding of conditions for successful mainstreaming and results within the area of gender equality. The evaluation offers input to the elaboration of methods and routines for implementing the new Swedish Gender Policy.
