Sida acts on suspicion of fraud in Uganda

The Office of the Auditor General of Uganda has published a report that is strongly critical of the Ugandan Government’s administration. The report indicates extensive irregularities and fraud in connection to the Ugandan Government’s plan for peace-building and development in the impoverished northern region of Uganda. The report regards half of the EUR 22.9 million in development assistance from Denmark, Norway, Ireland and Sweden to the plan. Sida stops all payments to the Ugandan government awaiting further clarity. In February 2013, SEK 24 million has been repaid.

Our work in Uganda

Democratic developments in Uganda present a conflicting image. In 2006, the first elections with a multi-party system were held. The elections have contributed to creating the conditions for a strong opposition for the first time. At the same time, the government has been taking an increasingly stronger grip on state power. Sweden is placing great importance on continuing democratic developments.

Visit from Makerere University

Uganda has examined over 120 Doctors of Philosophy since Sweden’s support was initiated. The country now can perform their own research based on national priorities and Makerere University is considered the foremost in Africa after South Africa’s. A delegation from Makerere university visited Sida for discussions.

International Training Programmes

As part of Sida's work with capacity and institutional development Sida offers international training programmes (ITP) for participants from low-and middle-income countries in priority areas. ITP's methodology takes account of the desire to develop and reform that the participants' organization have expressed in their application to the program.
