Looking Back, Moving Forward
Evaluation manual for Sida in two parts. The first part reviews central evaluation concepts and discusses roles and relationships in development co-operation evaluations. It also deals with issues in the evaluation of poverty reduction. The second part is a step-by-step account of the evaluation process, beginning with the decision to evaluate and ending with management response and dissemination of results.

Glossary of Key Terms in Evaluation and Results based Management
It's a translation into Swedish besides the OECD(DAC glossary. The present publication also includes a handful of supplementary terms commonly used in the development cooperation community. The glossary is now available in thirteen languages - see: The DAC Network on Development Evaluation>>

Conducting Quality Impact Evaluations Under Budget, Time and Data Constraints
For those planning to evaluate the effects of an intervention, i.e. if the intervention made any difference as compared to a situation without the intervention. Available in English and Spanish.

A good example of an impact evaluation is described in this short article in the magazine "OmVärlden". The article describes the evaluation of a so-called report card project in Uganda.

Baseline Study Handbook - focus on the field
One important tool for assessing the effect of an intervention is to gather baseline data, i.e. collecting information before the intervention. This is a step-by-step guide for those commissioning such a baseline study.

Program theory evaluation
A one page description. The method analyses the assumptions of a program, which can be a good alternative if it is difficult, for one reason or another, to directly assess the effects.  

Case studies - a short manual from Pathfinder International
In-depth information of a specific case can highlight a specific process, problem or development and can be a good complement to other sources of information. For example, a statistical method can tell us that an intervention had an effect, while a case study can give us suggestions on why it had an effect.

Mystery clients - a short manual from Pathfinder International
A method to assess the performance of a provider by having trained people taking the roles as clients.

International Training Programmes

As part of Sida's work with capacity and institutional development Sida offers international training programmes (ITP) for participants from low-and middle-income countries in priority areas. ITP's methodology takes account of the desire to develop and reform that the participants' organization have expressed in their application to the program.
